As the Canadian Dental Care Plan (CDCP) becomes available to eligible Clients, new reporting rules have been established from the Dental Care Measurement Act (DCMA).

For our INVO members (pensioners), this includes a requirement to indicate on T4A slips whether they currently receive dental benefits/coverage. Sun Life is required, as the role of record keeper, to produce these tax slips and complete on their behalf.

Given the information available and the limited eligibility of the CDCP in 2023, all existing INVO pensioners will be categorized as having no existing coverage. Sun Life's annuity payments will display code 1. Health Canada confirms code 1 indicates that “based on the information we have, we do not provide coverage to this individual.”

Discussions with the Canada Revenue Agency (CRA) and Health Canada clarified that insurers’ reports won’t be the sole basis for determining coverage. That said, members are encouraged to provide proof of dental benefits. Insurers' reports may not offer a complete picture. This ensures a comprehensive understanding of the coverage available.
